This a film taken by Phillip Gibson on August 26, 2008 at the intersection of Sardis Road and Sand Hill Road in Buncombe County North Carolina. This is one of four sediment and erosion violations witnessed by Phillip on Sand Hill Road on this evening. These were during a rainfall event that followed several months of drought. There is no reason why control measures were not up to date.
